Stakeholders review Framework for Mobile Number Portability

A validation workshop on the Mobile Number Portability (MNP), bringing together key stakeholders of the telecommunications sector to help shape the framework for its implementation in Mauritius, was launched, this morning, at the Maritim Resort and Spa in Balaclava.

Organised by the Information and Communications Technologies Authority (ICTA), the workshop is being held from 07 to 09 October 2026 and focuses on the review and validation of the Draft Call for Application for an MNP Service Provider Licence. A representative of the Seychelles Communications Regulatory Authority is also participating in the workshop to share Seychelles’ experience in the implementation of the MNP.

The project will enable mobile subscribers to switch network operators while retaining their existing mobile number, a reform aimed at strengthening consumer choice and enhancing service quality.

Speaking at the launch via videoconference, the Minister of Information Technology, Communication and Innovation, Dr Avinash Ramtohul, underlined that the MNP forms part of Government’s wider digital transformation agenda under the Digital Transformation Blueprint 2025-2029, which seeks to ensure a more inclusive, competitive and future-ready digital Mauritius. He stated that the MNP project reflects Government’s commitment in translating the objectives of the Blueprint into concrete measures that benefit citizens.

The MNP, he emphasised, is a citizen-centred reform that will empower consumers by providing them with the freedom to choose their mobile service provider while retaining a number that forms part of their personal and professional identity. Government is determined to provide a secure digital space, he said, while reiterating its vision of pursuing the digitalisation of public services to enhance citizens’ quality of life.

Dr Ramtohul also spoke about the KOREK super app, which enables citizens to access their digital driving licence, a system that will be officialised as from January next year. He noted that some 500,000 people are already registered on the app, while 86,000 have already consulted the app for their driving licence. Some 400 complaints registered on the app concerning water leakages have also been addressed, he indicated.

Also present, the Chairperson of the ICTA, Mr Tassarajen Pillay Chedumbrum, underscored the importance of establishing a robust and practical framework for the MNP project. According to him, the workshop provides an opportunity for key stakeholders to share their expertise and contribute to shaping a sustainable framework.

For his part, the Executive Director of ICTA, Mr Atishay Sookun, reiterated the organisation’s commitment to promoting innovation through effective regulation while fostering greater consumer choice and healthy competition in the telecommunications sector.
