On 31 July 2025, the Ministry of Information Technology, Communication and Innovation (MITCI) officially launched the formulation process of the National Artificial Intelligence (AI) Strategy, with the first Industry Kick-off Meeting held under the chairmanship of Dr the Hon. Avinash Ramtohul, Minister of Information Technology, Communication and Innovation. This follows the launch of the Digital Transformation Blueprint 2025\u20132029 in May 2025, which sets out the country\u2019s vision to harness AI to drive economic growth, improve service delivery and elevate citizens’ well-being.<\/p>

Enabler 5 of the Blueprint outlines the development of a comprehensive National AI Strategy, built upon a public-private-people partnership model. The first meeting brought together key stakeholders from government, industry, academia and civil society.<\/p>

Participants included representatives from Business Mauritius, Mauritius Telecom, Emtel, MTML, MITIA, ACIM, EMTEL, the Attorney General\u2019s Office, universities and research institutions, representatives of various ministries, IT specialists, industry representatives and the Special Education Needs Authority, among others.<\/p>

Minister Avinash Ramtohul highlighted that AI must serve as a force for good, guided by principles of ethics, inclusivity and human-centric innovation. \u201cAt the heart of every digital transformation lies a moral responsibility \u2014 to ensure that progress does not come at the cost of people\u2019s rights, dignity and safety,\u201d he stated. \u201cThis collaborative approach, as envisioned in our Blueprint, will ensure that Mauritius develops a strategy for all \u2014 one that benefits every citizen, every sector and every region of our island.\u201d<\/p>

Stakeholders raised important points about data governance, access to quality datasets, the need for local AI talent, regulatory clarity and the security aspects. Several participants stressed the importance of supporting SMEs, start-ups, youth-driven innovation and ensuring interoperability across AI systems. The legal and ethical implications of AI were also discussed, with the Attorney General\u2019s Office who will offer inputs on the legislative pathways.<\/p>

Minister Avinash Ramtohul welcomed the creation of dedicated working groups, each tasked with drafting inputs for thematic chapters of the strategy. Mr Kevin Ramkaloan, CEO of Business Mauritius, was appointed as Chairperson of the Industry Working Group. These groups will meet regularly over the coming weeks to co-develop inputs and recommendations that will shape the strategy. Each group will operate in coordination with the Ministry to ensure alignment with national objectives.<\/p>

Additionally, a committee on AI Awareness, training and communication has been constituted to ensure that citizens are actively informed and engaged throughout the process. Minister Avinash Ramtohul also announced that a nationwide public consultation will soon be launched, allowing every Mauritian to submit ideas and recommendations for the AI Strategy.<\/p>

This marks a significant milestone in Mauritius\u2019 journey towards becoming a digital-first nation, powered by responsible and inclusive technologies. The Ministry reiterates its unwavering commitment to building trustworthy AI ecosystems that empower people, respect rights and create new opportunities for all.<\/p>
