On 30 June 2025, the Ministry of Information Technology, Communication and Innovation, through the Computer Emergency Response Team of Mauritius (CERT-MU), officially launched an international training programme on Cyber Threat Intelligence (CTI) at the Hennessy Park Hotel, Eb\u00e8ne.<\/p>

The opening ceremony was officiated by Dr the Hon. Avinash Ramtohul, Minister of Information Technology, Communication and Innovation, in the presence of local and international experts, cybersecurity professionals, and representatives from the European Union and the International Telecommunication Union (ITU).<\/p>

Organised in collaboration with the ITU and funded by the European Union under the Capacity Development for Digital Transformation project, this hands-on training programme runs from 30 June to 4 July 2025. It brings together participants from 13 countries, namely: Mauritius, Djibouti, Nigeria, Tunisia, Albania, Malaysia, Zimbabwe, India, Tanzania, Namibia, Somalia, Zambia and Uganda.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Delivered by the technical team of CERT-MU, the training aims to deepen participants\u2019 understanding of cyber threat intelligence concepts, tools and frameworks. The programme will cover the CTI lifecycle, intelligence-sharing protocols and practical exposure to platforms like MISP (Malware Information Sharing Platform). Special focus will also be placed on the cross-border challenges of cyber threat intelligence, highlighting the need for real-time collaboration and information exchange among nations. This strategic initiative aligns with Mauritius’ broader vision to position itself as a trusted and resilient digital hub, while actively contributing to global efforts for a safer and more secure cyberspace.<\/p>

In his keynote address, Dr the Honorable, Avinash Ramtohul, Minister of Information Technology, Communication and Innovation emphasised the critical importance of cybersecurity in today\u2019s interconnected world. \u00ab Mauritius is playing a vital role in the digitalisation of our region. This training today, remarked the Minister, is a strong example of how we\u2019re aligning efforts to upskill and modernise. In the past, we had an even stronger momentum\u2014but we lost ten beautiful years. It\u2019s time now to catch up. I am confident that we can regain the twelve places we lost in global digital rankings,” stated Dr the Hon. Avinash Ramtohul.<\/p>

The Minister of ICT said that we must acknowledge the expectations of our youth\u2014Generation Z and Generation Alpha. \u201c They are growing up in a fast-paced world. When a young person is waiting for a parcel, he works in Ebene and he is not home to receive it\u2014imagine if it could be delivered to the nearest fuel pump instead. He is busy and he doesn\u2019t want to miss his delivery. This is the kind of real-world digital transformation we must enable. That\u2019s the digital experience Mauritians are asking for,” stated Dr the Hon. Avinash Ramtohul.<\/p>

The Minister of ICT also reminded the Digital Transformation Blueprint sets the stage very well\u2014it lays the fundamentals. \u201c There\u2019s still a lot of duplication of information. Our data is not up to date. And despite having a Data Protection Act, compliance is poor. Over 16,000 companies still do not have a Data Protection Officer,” observed Dr the Hon. Avinash Ramtohul. The minister of ICT remarked that this tells us something important: we need to review our legislation\u2014not only on cybersecurity but also on data resilience and digital governance,”<\/p>

“Look at the MVL Online System: we reduced the steps from 16 clicks to just four or five to access services. That\u2019s a real improvement. And we are embracing the ‘Tell Us Once’ principle. If government already has your data, you shouldn\u2019t have to submit it again. Our new digital services are being built with that logic in mind,” explained Dr the Hon. Avinash Ramtohul. “The minister of ICT assured there will be teething problems. But the ministry has its ways of managing them. \u201c That\u2019s part of any IT system rollout. What matters is that we\u2019re committed to constantly improving and increasing the number of digital services we offer,” concluded the minister.<\/p>
